Job Summary

The Assistant Supervisor of Power Systems & Equipment (PS&E) will assist the Supervisor of PS&E in overseeing and directing operation of the entire MBTA Power System through the Power Control Center that monitors and controls the power supplied to the subway, trackless trolley, facilities, and Rapid Transit Line maintenance shops.  Dispatches and coordinates emergency response and repairs as required.

Duties & Responsibilities

  • Manage the Power Control Center and directly oversees the MBTA Power Dispatchers and SCADA Operators in all aspects of the job function, including training/coaching, technical support, communication methods, and scheduling.
  • Oversee the entire Power System through the Power Control Center, monitors and analyzes the System, direct and controls inspections, testing, materials analysis, and equipment used by the Power Systems and Equipment Area.
  • Coordinate and schedule with Local Utility Dispatch Centers for scheduled and emergency switching operations.
  • Develop, manage, and maintain all System and Power Control documents/reports, including daily logs, switching instruction sheets and tags, and electrical schematics.  Monitors and records all changes to the Power System. 
  • Review and approve all switching procedures and oversees the safe and efficient implementation of substation and field switching performed on the System. 
  • Coordinate and track testing of direct current (DC), alternating current (AC) circuit breakers and monitor progress.
  • Conduct investigations, including root-cause analysis and corrective actions for incidents related to the System.
  • Perform audits to ensure compliance with PSM and MBTA policies and procedures.
  • Conduct personnel investigations and imposes discipline when necessary.
  • Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed.
  • Work any and all shifts and/or locations assigned or directed.
  • Familiarity with the MBTA's safety plan as well as the position's outlined responsibilities.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Antidiscrimination and Antiharassment and Antiretaliation policies.
  • Performs related duties and projects as assigned and covers for the Supervisor as needed.

Supervision

  • Responsible for approximately eight (8) direct reports in all aspects of job function.  This position manages the Power Control Center work throughput and directs the emergency line crews as needed during system emergencies.   

Minimum Requirements & Qualifications

  • Bachelor's degree in Electrical Engineering or related field.
  • Five (5) years of experience in electric utility operations and/or electric systems dispatch.
  • Related experience in a supervisory capacity.
  • The ability to read and interpret electrical schematics and system drawings.
  • Effective organizational, analytical, time management and interpersonal skills.
  • The ability to handle multiple system issues simultaneously in a fast-moving environment.
  • Possess excellent customer service and communication skills.
  • The ability to use Word, Excel, PowerPoint, and database applications.
  • Be available to work twenty-four (24) hours per day, seven (7) days per week.
  • The ability to supervise and work effectively with a diverse workforce.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor's degree requirement.

Preferred Experience and Skills

  • Working knowledge of SCADA systems.
  • Familiarity with electrical switching, and LOTO procedures.

  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
