DUTIES AND RESPONSIBILITIES:
Performs assigned administrative duties requiring confidentiality, prioritizing, decision-making and customer service skills.
Under supervision of Director will work in conjunction with the department Operations Manager to plan, coordinate, assign and direct the work activities of office staff.
Reviews and compares work performance of subordinate staff with established standards to determine employee production levels and training needs.
Responsible for the training of staff when changes to Chapter 59/59 of the General Laws of Massachusetts occur to include the interpretation and implementation of all DOR Informational Guideline Releases.
Counsels taxpayers regarding tax information; receives and responds to questions, complaints and concerns from the public, officials and other agencies.
Assists the Director of Assessment in developing, preparing and presenting the department’s operating budget.
Processes purchased orders, payroll & personnel forms, RFP's for department contacts and oversees office equipment and supply and supply needs.
Prepares, reviews and makes determination of exemption applications for presentation to the Board of Assessors for approval or denial; coordinates processing of notifications to applicants of Board action on all abatement/exemption applications.
Presents abatement/exemption reports for real estate, personal property and motor vehicle excise tax to the Board of Assessors.
Coordinates and schedules Board of Assessors’ meetings. Prepares Board minutes and posts both minutes and meeting agendas on website. Responsible for the update and maintenance of department website.
Reviews petitions from Appellate Tax Board (ATB) on pending tax appeal cases for eligibility and reviews legal file on tax appeal cases for necessary action. Prepares affidavits and reports for ATB hearings. Reviews and updates overlay spreadsheet account and auditor’s report of outstanding ATB cases.
Creates various special reports, audit reports, spreadsheets and final valuations reports. Completes Department of Revenue reports as needed.
Functions as the liaison between the Registry of Deeds and the Assessing Department by researching titles, probates, deeds and all legal real estate instruments.
Attends and participates in department and other meetings as required
MINIMUM REQUIREMENTS:
Successful completion of at least one Massachusetts DOR course in Assessment procedures.
Minimum of four (4) years recent working experience in a Massachusetts assessing department in a supervisory role.
A thorough knowledge of the State regulated timetables for report submissions and a thorough working knowledge of property assessment administration, rules and regulations.
Ability to exercise sound judgment and to apply facts and principles for developing approaches and techniques to problem resolution.
Ability to communicate orally and in writing with diverse population and variety of professions.
High school diploma or equivalency required.
An Associate’s degree in Computer Information Systems or related field preferred.
Proficient knowledge and experience of the following: Munis Tax Billing System; Access databases to create necessary reports & data access; Microsoft Word, Excel & PowerPoint.
PHYSICAL DEMANDS: Executing multiple tasks involving keyboarding, telephones, writing, using a calculator, bending, reaching and lifting of files and document binders. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
WORK ENVIRONMENT: General office environment with air conditioning, carpeted floors and fluorescent lighting. Position may be eligible for hybrid work under the City’s Telework Policy, depending on operational needs.
