Job Summary

The Data Safety Specialist coordinates within the team to develop performance analysis insights for the agency. The successful candidate works with operating departments to identify key data relationships and performance improvement strategies to enhance the organization's safety performance. The Data Safety Specialist manages multiple diverse and complex data analysis and modeling projects to identify performance improvement strategies and serves as a liaison to address structural data needs and achieve efficiencies and process improvements throughout the agency.

Duties & Responsibilities

  • Identifies and leads predictive analytic projects and service quality improvements to maximize insights provided from the analysis of new and existing sources of data.
  • Oversees the framework, requirements, and usage of the analysis systems and data that are required for data modeling.
  • Identifies and monitors project scope, plan, risks, issues, deliverables, and milestones.
  • Interfaces with stakeholders from other departments to understand data analysis needs and develop appropriate products.
  • Performs predictive analysis by employing advanced mathematical techniques, standard statistical methods, and programming languages to develop explanatory and predictive models of business performance that represents the relationship between data inputs and performance outcomes.
  • Develops, administers, and audits reports and dashboards that provide insights into key programs and initiatives on an on-going basis.
  • Documents departmental processes and workflows to evaluate performance levels, data collection best practices, and ongoing data validation.
  • Ensure highest standard of data integrity and quality through development of robust quality control processes.
  • Continually works towards automating reporting processes to improve workflows and enhance performance management insight capabilities through data collection, storage, analysis, and reporting for all agency systems.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution in Computer Science, Statistics, Engineering, Mathematics, or a related field.
  • Four (4) years of relevant experience in data analytics.
  • Knowledge of various data programming languages (SQL, Java, Julia, Python, R).
  • Excellent analytic, quantitative, and problem-solving skills with proven ability to deliver actionable insights. 
  • Working knowledge of technical systems as related to reporting data flows, programming development requirements and use of revision control systems, performance management principles and effective use of logic models, and data analysis techniques with an understanding of basic statistical concepts.
  • Proficiency with Office365, Tableau, PowerBI, Java, SQL, databases, and data analytical techniques.
  • Strong oral and written communication skills and ability to effectively communicate with all levels within the organization.
  • Strong organization, analytical, and problem-solving skills.
  • Ability to provide technical guidance and coordinate collaboratively within a team. 
  • Ability to manage multiple projects and balance multiple priorities to meet deadlines.
  • Flexibility to frequently transition from one project assignment to another.
  • Have a valid driver's license.
  • Ability to work effectively with a diverse group of stakeholders, including senior management, project managers, and subject matter experts.
  • Ability to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals and Incident Command Systems (ICS) 100, 200, 700, and 800 within one (1) month of employment.
  • Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
  • An associate degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
  • A master's degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
  • Master's degree from an accredited institution in Business Administration, Statistics, Mathematics, Computer Science, Engineering, or a related field.

The Massachusetts Bay Transportation Authority, often referred to as the MBTA or simply The T, is the public operator of most bus, subway, commuter rail and ferry systems in the greater Boston, Massachusetts, area.
