Job Summary

The Deputy Director of Cleaning & Facility Services will plan, direct and coordinate activities related to the Office of Stations insuring that new and existing facilities and structures of the Authority are maintained and protected in a clean and safe condition.  This role will also include the managing/planning of the department's annual cleaning including snow removal budget and contract administration.  

Duties & Responsibilities

  • Supervise staff of 15 (fifteen) facility coordinators, supervisors of night cleaning and station support managers.
  • Prepare, prioritize and manage work programs assuring the most cost-effective/efficient work methods are in place.
  • Manage the planning and monitoring of work done by outside contractors and consultants.
  • Preparing, administering, and manage the section's annual operating and capital budgets.
  • Develop and conduct periodic inspections of new and existing building construction and existing structures to determine the effectiveness of current maintenance, cleanliness and repair programs.
  • Formulate and manage organization policy in his/her area of responsibility.
  • Prepare, develop and manage scope of work and specifications for submittals of goods and services in conjunction with the Authorities procurement process.
  • Manage and identify controls within the procurement and inventory of materials, equipment, and tools.
  • Develop proactive partnerships with customers, community groups and state and local government agencies regarding station appearance.
  • Work with financial departments to identify and secure funding sources.
  • Create, develop and maintain communication network with customers and Authority personnel to improve data for station maintenance and operation.
  • Respond to each inquiry, whether from a customer, vendor, or coworker in a courteous and professional and timely manner
  • Respond directly to emergencies twenty-four (24) hours per day, seven (7) days per week.
  • Manage the workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreement (if applicable) and policies of the Authority including the EEO, Anti-Discrimination, Anti-Harassment and Anti-Retaliation policies.
  • Additional responsibilities may include responding to emergencies at any transit facilities, and other responsibilities as required to meet the operational needs of the department and the Authority
  • Adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
  • Available to work all shifts and locations as assigned or directed
  • Perform all other duties and projects that may be assigned

Minimum Requirements & Qualifications

       

  • A bachelors degree from an accredited institution in a related field
  • Combined five (5) years of experience in facility maintenance and/or commercial cleaning practices
  • Two (2) years of leadership people management and/or large projects 
  • Ability to interact with all levels of employees, outside consultants, vendors and contractors.
  • Ability to manage several projects simultaneously.
  • Effective organizational analytical, multitasking and interpersonal skills Working knowledge of Word and Excel applications.
  • Have excellent customer service and conflict resolution skills
  • The ability to provide internal and external customers with a courteous and professional experience.


Substitutions Include

  • A High School Diploma or GED with an additional four (4) years of directly related experience substitutes for the Bachelor's degree requirement 
  • An Associate's degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement 
  • A Master's degree in a related subject substitute for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience 
Preferences
  • Additional years of experience in a supervisory capacity
  • Facilities maintenance experience in the transportation industry
  • Experience overseeing and managing vendor contracts

Job Conditions:

  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively independently and as part of a team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
