Qualifications:
The Director of Children, Youth, and Family Services (CYFS) provides the overall design, implementation, and supervision of the programming in the Children, Youth, and Family Services Division and the local system of care. Works with other Directors on agency wide systems changes for continuous quality improvement. Assures that the programs are meeting State Designated Agency requirements and Center of Excellence accreditation.
MAJOR RESPONSIBILITIES:
LEADERSHIP AND SUPERVISION: The Director of Children, Youth, and Family Services (CYFS) plans, develops, and oversees coordination of a system of alternative community-based programs for children, youth, and families. Provides general administrative supervision and active leadership for the division including all staff, programs, and systems of supervision and direction. As the leader of the division, participates in programming as necessary to create a supportive environment, observe staff interactions with clients, and provide feedback.
Supervises the management team which includes clinical managers. Other supervision duties may be necessary including, but not limited to, staff toward licensure if Director is a licensed clinician and/or as necessary. The Director delegates some direct program or staff supervision to program managers and coordinators as indicated and necessary.
ADMINISTRATIVE: The Director of Children, Youth, and Family Services (CYFS) is responsible to monitor budgets, spending, billing, record keeping, HIM reports for Utilization Management and Review. Assures cost containment. Creates and participates in fundraising events for programs, as necessary. Monitors consultation and counseling contracts. Manages allocation of staff resources, assignments, and staff development. The Director assures staff are meeting agency KPIs, as well as meeting Payment Reform requirements. The Director monitors and tracks data and develops outcomes for agency and state reporting. New program development which may include grant writing.
PARTICIPATION IN THE UCS LEADERSHIP TEAM: The Director of Children, Youth, and Family Services (CYFS) participates in the leadership team of UCS providing input and decision-making for agency-wide policies and issues, intra-departmental planning, problem-solving, and coordination. Actively participates in and implements agency-wide initiatives. Represents the agency in local and state-wide meetings and advocacy.
LIAISON AND NETWORKING: The Director of Children, Youth, and Family Services (CYFS) provides ongoing liaison and networking to local, regional, and state entities, including community agencies, state and local governments, and other funding sources. Attends State Director meetings. Is involved in statewide efforts and advocacy for DA's. Works with Vermont Care Partners as a member DA. Acts as liaison to community on behalf of UCS. Serves on community councils and maintains contacts with other service providers. Participates in program planning within UCS and in the community. Provides education and public awareness of UCS programs.
LEADERSHIP: The Director of Children, Youth, and Family Services (CYFS) Works with the Executive Director and collaborates with senior leadership team to create and support the Agency Strategic Plan and Organizational Goals. As a leader within UCS, the Director will work to fulfill the agency mission and move any initiatives within the organization forward as identified by the strategic plan, organizational goals, and the Executive Director.
REQUIRED QUALIFICATIONS:
Master's degree in social work, psychology, or related counseling field.
Licensure, or on track for licensure, in Vermont as a Social Worker, Psychologist, or Mental Health Professional, preferred.
Supervisory and management/leadership experience required.
