The role:
If you have experience working with federal offices or federal agencies, and thrive in a fast-paced environment, we want you to join our Government Relations team! As our federal affairs advisor, you will serve as the agency’s primary liaison with Oregon's congressional delegation, members of Congress, congressional staff and federal agencies to advocate for ODOT's priorities on federal transportation issues. You will also serve as our primary advisor for executive staff on critical federal issues. Apply today!

A day in the life:
Serve as the primary advisor to the agency director and leadership on all federal issues.
Stay up to date on trends, topics and issues occurring at the federal level and how they impact the agency.
Prepare reports and brief the agency director, leadership and key agency staff on issues and policy implications.
Work collaboratively with the Governor’s Office staff and advise on transportation policy proposals.
Represent the agency on American Association of State Highway and Transportation Officials (AASHTO) committees, taskforces, workgroups and meetings.
Serve as a primary liaison to regional and national transportation advocacy groups and state, regional and local entities on federal issues.
Coordinate the implementation of federal transportation legislation and advise the agency director, leadership and key agency staff.
Develop, direct and administer the agency’s contract for federal representation and approve all contract expenditures.
Advocate for the agency on federal legislation with Oregon’s congressional delegation, committees and staff.
Write testimony for congressional hearings.
Work in an office environment with hybrid work options available – at least one day per week in the office is required but could change depending on business needs.
May require working evenings and weekends; overnight travel, including within Oregon and out of state multiple times per year is required.

The salary range listed is the non-PERS monthly salary range. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6.95%.

Minimum qualifications:
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
OR
A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
Special qualifications:
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

Experience working in the federal legislative process or for a member of Congress.
Ability to work quickly on multiple assignments with tight and competing deadlines, responding to changing priorities and producing accurate and complete results.
Ability to synthesize information from multiple sources into clear and concise written analysis, visual presentation and verbal presentation.
Ability to work productively with multiple teams across a highly matrixed organization.
Experience working within a state or federal executive branch agency.

Effective Jan. 1, 2025, the compensation plan for this position will be adjusted to reflect a cost of living adjustment (COLA) of 6.55%. The salary listed in this posting does not reflect the cost of living adjustment.
