Job Summary

The Manager of Transportation Processes for Rail position will provide Heavy or Light Rail leadership teams manage a variety of programs focused on improving and modernizing Heavy or Light Rail Transportation. This position will develop and manage project lifecycles from planning, design, pilot, and delivery phases. The Manager will coordinate and execute a portfolio of work across all Heavy or Light Rail lines, within the department as well as external departmental stakeholders. The Manager of Transportation Processes will develop, manage, and share prioritization frameworks. This position will maintain a focus on safety, as well as improving procedures, processes, and quality control within Heavy or Light Rail Transportation.

Duties & Responsibilities

  • Manage assigned Heavy or Light Rail Transportation programs and projects in accordance with MBTA manuals, policies, agreements, and procedures.
  • Ensure adherence to standard project management processes and manage milestones and gate checks for workstreams.
  • Prepare and deliver project management summaries for key stakeholders, including internal and external reporting requirements
  • Coordinate with other departments and internal stakeholders to pilot, assess, launch, and standardize change management and improvement projects across all Heavy or Light Rail divisions.
  • Assist in the development of project scopes, budgets, and schedules as part of the planning process.
  • Indirectly manage and supervise internal stakeholders to successfully complete project tasks.
  • Coordinate project tasks with other MBTA Department personnel, including contract administration staff and field staff and other project coordinators, as required.
  • Resolve conflicts that may occur throughout the life of a project.
  • Assist is proactively solving and resolving issues
  • Organize and prioritize workloads, be proactive in identifying needs.
  • Follow up on actions required for task and project completion while seeking guidance, as necessary.
  • Prepare project related correspondence, reports, charts, presentations, and materials.
  • Coordinate project tasks with other MBTA Department personnel, including contract administration staff and field staff and other project coordinators, as required.

Minimum Requirements & Qualifications

  • A Bachelor's degree from an accredited institution
  • Five (5) years of experience managing multiple, cross functional projects at large organization.
  • One (1) year of leadership experience managing or supervising staff, consultants, and/or large projects.
  • Strong project controls knowledge and ability to accurately evaluate consultant and contractor cost and schedule submissions.
  • Excellent organizational, analytical, confidentiality, multi-tasking, time management, and interpersonal skills. 
  • Excellent troubleshooting and problem-solving skills. 
  • Ability to communicate with technical and non-technical members of staff.
  • Organized and detail oriented with strong written and verbal communication skills including public speaking.
  • Ability to develop and communicate risk assessments.
  • Strong understanding of the contractual terms with service providers.
  • Ability to make sound decisions in high pressure situations.
  • Advanced expertise in MS Word, Excel, and PowerPoint.
  • Excellent communication, analytical, and presentation skills with the ability to obtain buy-in with key stakeholders at all levels of the organization. 
  • Demonstrated ability to think strategically and work in a team environment. 
  • The ability to effectively communicate with customers, employees, and vendors.
  • Customer focused with excellent customer service and conflict resolution skills.
  • Proven track record of collaboration, transparency, and problem-solving skills.

  • Ability to work all shifts as directed.

Preferred Experience and Skills

  • Experience in transit, transportation, or similar operating industrial environment.
  • Consulting and project management experience.
  • Experience with managing projects with cost of $1 million or over.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor's degree requirement 
  • An Associate's degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement 
  • A Master's degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience 

Job Conditions:

  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively independently and as part of a team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
  • Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.
