Job Summary

The Superintendent of Construction Logistics will assist the Division Chief of Construction Logistics and provide oversight of the Construction Logistics Department as needed. The Superintendent will assist with the management of all construction projects through a supervisory staff. The Superintendent will ensure maintenance and construction safety, as well as transportation needs, by working closely with Heavy Rail, Light Rail, Bus Operations, and Infrastructure Maintenance management, as well as with neighboring municipalities' contractors, subcontractors, and internal MBTA departments, including Capital Programs, MBTA Safety, Public Affairs, Customer Service, and Customer Experience. The Superintendent of Construction Logistics will assist in developing and implementing strategies for all maintenance, construction, and renovation projects that impact Bus or Rail Operations service delivery, ensuring all projects progress safely, efficiently, and on schedule.


Duties & Responsibilities

  • Work closely with counterparts in Engineering & Maintenance and Vehicle Maintenance to ensure support is available during emergencies, severe weather, and other service disruptions, minimizing the impact on service.
  • Remain up-to-date and fulfill roles and responsibilities related to the MBTA's Safety Plan, ensuring resources are available to all staff and informing them of their roles and responsibilities within the Safety Plan.
  • Will report directly to the Division Chief of Construction Logistics.
  • Assists in establishing overall goals, priorities, and strategic initiatives for operations and maintenance to ensure MBTA operations teams can deliver service successfully. Additionally, provides support for maintenance and construction activities to ensure safe and efficient operation.
  • Assist in monitoring and ensuring the implementation of any necessary mitigation plans to address areas of concern identified by KPI review or by the superintendent or supervisory staff during the course of their duties.
  • Assist with investigations into any construction related failures and implement corrective actions.
  • Assist in the development and management of the department's annual budget, ensuring sound fiscal oversight of all resources.
  • Participate in all phases of the recruitment and selection of employees within their department.
  • Ensure the department's compliance with Authority policies and procedures, including compliance with all applicable safety standards, disciplinary processes, and mandated trainings.
  • Assume the role of Division Chief of Construction Logistics as needed during vacations and other absences or to represent the Division Chief at meetings, hearings, and presentations when the Division Chief is unavailable.
  • Ensure that all inventory, equipment, facilities, and materials under their control are protected, maintained, and stored in a safe operating condition.
  • Establish and maintain sound union/management relations while upholding the rights and interests of management and adhering to collective bargaining agreements.
  • Respond to each inquiry, whether from a customer, vendor, or coworker, in a courteous and professional manner.
  • Respond, directly or through others, and/or report to work for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or compromise the safety of service, twenty-four (24) hours per day, seven (7) days per week. Drive a company or personal vehicle to visit work sites and to assist at emergencies, service disruptions, and/or other events as needed.
  • Uphold the rights and interests of the Authority while building and maintaining effective relationships with employees.
  • Assist in the management of the workforce by ensuring fair and consistent application, as well as strict adherence, to the rules, regulations, collective bargaining agreements (if applicable), and policies of the Authority, including the EEO, Anti-Discrimination and Harassment, and Anti-Retaliation policies.
  • Perform all other duties and projects that may be assigned.

Supervision

  • Oversee thirteen (13) supervisors.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution or substitution.
  • Five (5) years of experience in transportation operations or maintenance with at least four (4) years of experience in Rail transportation field operations working as an Inspector, Chief Inspector, Train/Light Rail Starter, Light/Heavy Rail Dispatcher, Yard Master or Supervisor of Transportation or four (4) years of experience in Power, Signals, or Track supervisory functions (Foreman, Supervisor, Superintendent).
  • One (1) year of supervisory, managerial, or leadership experience.
  • Effective organizational, analytical, and quantitative skills, with a focus on confidentiality, writing, multi-tasking, and time management.
  • Experience using MS Office, PowerPoint, and graphic applications.
  • Demonstrated ability to communicate and present effectively to a diverse group of stakeholders and customers.
  • Possession of a valid driver's license with no infractions, in accordance with MBTA policy.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. 
  • An associate's degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement. 
  • A master's degree in a related subject substitute for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills

  • Six (6) years of experience in transportation operations, with at least four (4) years in Rail Operations, including experience in Heavy Rail, Light Rail, OCC, or the Training Department.
  • Four (4) years of experience in a supervisory capacity.

  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively independently and as part of a team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
  • Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization prior to application to be considered for employment.
