Job Summary

The Deputy Director of Strategic Planning will support the Authority's efforts to roll out, implement, and track progress on the Authority's Strategic Plan. This position will coordinate closely with internal stakeholders and departments to align the Authority's work with the strategic goals and will manage studies and initiatives that support implementation of the Strategic Plan.

Duties & Responsibilities

  • Support the rollout, update, and communication to staff about the agency's Strategic Plan and service priorities (known as Full T Ahead).
  • Guide the implementation of the Authority's goals across multiple departments, through leadership and engagement with internal working groups.
  • Partner with and provide technical assistance to internal departments in developing department level plans, studies, and strategies to implement the strategic plan. 
  • Manage studies that advance the T's multimodal infrastructure and strategic goals.  
  • Working with the Senior Director of Strategic Transit Planning and the Office of Performance Management and Innovation, ensure that data is being captured and analyzed to support progress on strategic goals.
  • Champion the development of metrics and summary dashboards to support the adoption of goals and align the agency for success.
  • Support agency's efforts to modernize our business processes, while supporting future leaders at the MBTA.
  • Develop an internal marketing and communication approach to ensure staff are exposed to the MBTA's mission, vision, values, and goals. 
  • Advance strategy to communicate MBTA strategic planning initiatives to external stakeholders.
  • Assist with procurement, budgeting, managing employees, and contracts as required.
  • Respond to customer, vendor, and coworker inquiries in a courteous and professional manner.
  • Adhere to the rules, and regulations, and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform all other duties and projects that may be assigned.

Supervision

  • Junior staff, consultants, co-ops, and interns, as applicable.

Minimum Requirements & Qualifications

  • Bachelor's Degree from an accredited institution.
  • Five (5) years of relevant work experience developing policy and planning initiatives.
  • Two (2) years of experience in people management, supervision, and/or leading and/or managing projects or programs. 
  • One (1) year of experience presenting complex information at a high level in diverse settings.
  • Excellent facilitation abilities and demonstrated facilitation experience in planning, developing, leading, and managing in both large and small group settings.
  • Proven experience in organizational development theories and practice.
  • Demonstrated successful experience in quantitative and qualitative evaluation methods to assess system impacts.
  • Proven experience with project management. 
  • Demonstrated success with writing policy memos and/or public-facing documents and presenting recommendations based on stakeholder feedback and data analysis.
  • Demonstrated excellent communication and organizational skills.
  • Strong time management skills, ability to multi-task, learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
  • Advanced expertise in MS Word and PowerPoint.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. 
  • An Associate Degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the Bachelor's Degree requirement. 
  • A Master's Degree in a related subject substitute for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience 

Preferred Experience and Skills

  • Master's degree in public policy, public administration, business administration, political science, urban planning, urban studies, public health, or related field strongly preferred. 
  • Three (3) years of relevant work experience collaborating closely with internal and external stakeholders including working with various departments to understand intersecting policy initiatives and partnering with relevant stakeholders in complex organizations.
  • Two (2) years of experience in transportation planning, regional planning, organizational planning, or a related field.

Job Conditions:

  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively, independently, and as part of a diverse  workforce team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
  • Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.
