Job Summary
The Senior Director of Treasury helps manage the MBTA's debt portfolio, cash position, and investment accounts. The Senior Director coordinates with Financial Advisory firms and Bond Counsel in conjunction MBTA Treasury staff to facilitate the issuance of debt, which includes drafting RFPs for syndicates, developing bond issuance documentation, managing relationships with investment bankers and corresponding with rating agencies. The Senior Director of Treasury also helps with the growing federal loan program, overseeing the drafting Letter of Interest (LOIs) and applications for new loans and overseeing reporting requirements of existing loans. Other responsibilities include assisting the department with Request for Proposals for various services; filing disclosures; preparing presentation material for MBTA leadership; interfacing with other departments within the MBTA; managing the MBTA's Sustainability Bond program; assisting with unclaimed property, liquidity and cash flow analysis as well as coordinating with MBTA's Capital team to meet the demands of adequately funding the CIP and other special projects.
Duties & Responsibilities
- Serves as a key member of the Treasury team at the MBTA, and actively assists in the management the Authority's debt programs, both long-term and short-term, taxable, and tax-exempt.
- Manages the Authority's funding sources, including revenue bonds, commercial paper, bank loans, leases, and federal loans to meet short- and long-term operating and capital needs.
- Oversees and guides staff with the reporting of tax-exempt bond proceed spent on qualified capital projects.
- Assumes responsibility for cash management procedures, manages the Authority's investment activity, and provides recommendations requiring technical skills and knowledge of monetary market, investment management and financing techniques.
- Oversees the Authority's Sustainability Bond program, including identification of projects and communication to investors, and developing the Sustainability Bond report.
- Serves as a liaison to Capital Planning and Oversight.
- Manages daily banking needs of the Authority, which includes reviewing and releasing wires and coding transactions for the general ledger.
- Issues Requests for Proposals (RFPs) and negotiates contracts for banking services, debt transactions, renewals and amendments between enterprise, financial institutions, merchant providers and other vendors.
- Maintains working relations with commercial and investment banks, trustees, financial advisors, credit card processors, consultants and rating agencies, among others.
- Coordinates the preparation and monitoring of departmental budgets and expenditures.
- Oversees the production and delivery of quarterly debt disclosure.
- Formulates, documents and implements policies, procedures and programs relating to cash management, financing, liquidity, regulatory control and compliance issues.
- Champions and supports functional requirements and operation of treasury and financial systems' implementation and optimization.
- Evaluates and recommends initiatives to enhance risk mitigation and fraud protections.
- Evaluates requests for department and enterprise-wide banking services.
- Perform all other duties and projects that may be assigned.
Minimum Requirements & Qualifications
- Bachelor's degree from an accredited institution in Finance, Accounting, or related field.
- Ten (10) years of experience in treasury services and/or a related financial markets role.
- Seven (7) years of supervisory, managerial, and/or leadership experience.
- Knowledge of financial markets, investment management, and financing techniques.
- Knowledge of banking, treasury management products and services.
- Demonstrated experience coordinating, tracking, and reporting project financials across multiple teams including establishing, maintaining, and tracking project budgets and overall cost control.
- Demonstrated experience managing multiple project financials, priorities, and tasks across multiple projects and teams.
- Demonstrated experience in overall project execution process.
- Working knowledge of Microsoft office and financial management software (SAP, oracle, etc.).
- Superior communication skills and the ability to communicate confidently at all levels.
- Effective organizational, analytical, confidentiality, quantitative, multi-tasking, and time-management skills.
- Have the ability to supervise and work effectively with a diverse workforce.
Substitutions Include
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
- An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
- A master's degree in a related subject substitute for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.
Preferred Experience and Skills
- A master's degree from an accredited institution in Business Administration, Finance, Accounting, Public Policy, Public Administration, or related field.
- Experience in project finance, design/build contracts, technology contracts, and transit fare revenue.
- Thorough knowledge of financial legislation, regulation, and practices.
- Experience with project management systems and software.
- Demonstrated ability to understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements.

- Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
