Department Summary

The Bridgewater State University Police Department (BSUPD) is responsible for protecting the lives and property of students, faculty, staff, and visitors, as well as the streets and passageways surrounding university property. BSUPD works in close partnership with the community to prevent crime, address safety concerns, and take proactive measures to ensure a secure environment for all who learn, live, work, and visit BSU.

Recognized as the premier state university police department in Massachusetts, BSUPD maintains the highest standards of training and professionalism. All BSU Police Officers complete training at the Massachusetts Municipal Police Training Committee (M.P.T.C.) Academy and are certified by the Massachusetts Peace Officer Standards & Training (P.O.S.T.) Commission. Our ohese officers have full police authority both on university property and throughout the town of Bridgewater. The department enforces all applicable state laws, including motor vehicle laws, and utilizes state-of-the-art technology and law enforcement tools to effectively respond to any incident or emergency. BSUPD is led by Chief of Police Glen Anderson, who has dedicated more than 25 years of service to the university. Supporting him in the leadership of the department are Deputy Chief of Administration & Executive Officer, Michael Froio and Deputy Chief of Operations, Ryan Tepper. The department is staffed by 22 full-time sworn police officers, in addition to communications dispatchers, clerical personnel, parking enforcement officers, and student police cadets.
BSUPD operates 24 hours a day, 365 days a year, and is organized into two main divisions: Administration and Operations. Within these divisions are several key bureaus and units, including the Patrol Bureau, Detective Bureau, Emergency Medical Services (EMS), and Community Outreach. The department also has two specially trained K9 officers: Zach, an Explosive Detection Dog, and Mikey, an ADA-certified Facility Dog. Both dogs serve operational roles and actively participate in community outreach initiatives. Officers within the department are trained in a broad range of law enforcement specialties, such as crime prevention, sexual assault investigations, bicycle patrol, drug recognition, and crisis negotiation. Many officers are certified Emergency Medical Technicians (EMTs), and all are trained in CPR, AED use, and basic first aid. BSUPD also oversees a public access defibrillation and Narcan program, ensuring the availability of lifesaving equipment across the campus.

Beyond its law enforcement duties, BSUPD is deeply committed to education and community engagement. The department conducts hundreds of educational programs each year focused on crime prevention, personal safety, civilian response to active shooter situations, and RAD (Rape Aggression Defense) self-defense training. In addition to serving the BSU community, BSUPD participates in several regional law enforcement collaborations. It is a member of the Southeastern Massachusetts Law Enforcement Council (SEMLEC), contributing to the Regional SWAT Team, Search and Rescue Team, Detective Unit, and Crisis Negotiation Team. The department is also a member of the Metropolitan Law Enforcement Council (METROLEC) Bike Unit and is part of the WEB Task Force, a regional Major Crimes Unit and Drug Task Force.

Position Summary

GENERAL STATEMENT OF DUTIES:

Under the general direction of the Deputy Chief of Administration / Executive Officer and under the day-to-day, functional supervision of the Deputy Chief of Operations, the Manager of Law Enforcement Compliance and Technology is a civilian member of the Bridgewater State University Police Department who is responsible for (1) ensuring University and Police Department compliance with federal, state, and university regulations, including compliance with the federal Clery Act, the FBI Uniform Crime Report (UCR/NIBRIS), the Massachusetts public records law (PRL), (2) managing departmental technology needs.
Schedule: Monday through Friday 9:00 am - 5:00 pm
*Some off-hours work may be required in emergency situations

Essential Duties

JOB RESPONSIBILITIES:
Compliance:
  • Serves as primary Clery Act coordinator for the University, organizing all aspects of data collection, managing compliance, and preparing and issuing the University's annual Clery Report. As directed, issues all required "timely warnings" and other informational bulletins. Maintains related records.
  • Works collaboratively with various offices at the University to ensure the University's compliance with the Clery Act. Gathers and reviews crime and disciplinary referral data from various internal and external sources. Identifies and trains institutional "Campus Security Authorities."
  • Develops and maintains the institution's Clery compliance policies.
  • Works with BSU Police staff to ensure proper classification of crime and incident reports.
  • Trains key institutional stakeholders on Clery Act requirements.
  • Coordinates required UCR/NIBRIS and traffic stop race data reporting. Produces the institution's Clery report on an annual basis.
  • Assist in compiling confidential records for the Attorney General and outside University counsel as requested for incidents requiring discovery for litigation matters involving police records.
  • Ensures compliance with departmental PRL requests.

Technology:
  • Manages the department's informational technology component, including IMC, CCURE & Lenel, the BSU/Rave Guardian application, the Emergency Notification System, surveillance cameras, etc.
  • Liaises with the University's Information Technology Division as needed.
  • Maintains departmental website information.

Related:
  • Assists the Deputy Chief in the promulgation of department policies and procedures and maintains the PM/AM system.
  • Assists in projects as required.
  • Performs other duties as required or assigned.
