Job Summary

The Manager of Transportation Processes - Bus Transportation position will help Bus leadership team manage various initiatives focused on continuous improvement and modernizing Bus Operations. This position will develop and manage project lifecycles from planning, design, pilot, and delivery phases. The Manager will coordinate and execute a portfolio of projects across Bus areas, working within the department as well as external departmental stakeholders. The Manager of Transportation Processes - Bus Transportation will supervise analyst(s) with a similar focus. This position will maintain a focus on safety, service, and process improvement.

Duties & Responsibilities

Field Monitoring and Compliance Management

  • Monitor operations in the field, collecting data on operator performance, equipment usage, and conditions.
  • Conduct audits and pre-trip inspections to collect data and assess adherence to protocols across bus garages and field locations.
  • Support audits by gathering, compiling, and analyzing data from various sources, such as accident forms, operator feedback, and field inspections.

Campaign Development and Promotion

  • Lead the development, execution, and promotion of operations initiatives and campaigns, such as videos, flyers, bulletins, and other communication materials.
  • Develop metrics to track and improve the effectiveness of initiatives and campaigns such as videos, flyers, bulletins, and other communication materials.
  • Design and manage programs that focus on process improvement, using data-driven insights.
  • Lead recognition programs such as the safe driver awards to incentivize and reinforce responsible behaviors across the district.

Meetings and Reporting

  • Participate in meetings, such as monthly garage meetings, Bus Accident Reduction Committee, and other committees such as SRM workshops and RAWGs.
  • Generate regular reporting required to support recurring meetings.

Project Ownership and Data Management

  • Own and manage projects assigned by senior management, ensuring alignment with organizational goals.
  • Oversee the management and utilization of data-driven dashboards to track trends, incidents, and improvements.
  • Conduct assessments to identify risks, trends, and areas for improvement, presenting findings to management along with actionable recommendations.
  • Perform all other duties and projects that may be assigned

Minimum Requirements & Qualifications

  • A Bachelor's degree from an accredited institution
  • Five (5) years of experience managing multiple, cross functional projects at a large organization.
  • One (1) year supervisory/lead experience
  • Strong project management knowledge
  • Customer focused with excellent customer service and conflict resolution skills.
  • Proven track record of collaboration, transparency, and problem-solving skills.
  • Able to work independently.
  • Excellent organizational, analytical, confidentiality, multi-tasking, time management, and interpersonal skills. 
  • Excellent troubleshooting and problem-solving skills. 
  • Ability to communicate with technical and non-technical members of staff.
  • Organized and detail-oriented with strong written and verbal communication skills including public speaking.
  • Ability to develop and communicate risk assessments.
  • Strong understanding of the contractual terms with service providers.
  • Ability to make sound decisions in high-pressure situations.
  • Advanced expertise in MS Word, Excel, and PowerPoint.
  • Excellent communication, analytical, and presentation skills with the ability to obtain buy-in with key stakeholders at all levels of the organization. 
  • Demonstrated ability to think strategically and work in a team environment. 
  • The ability to effectively communicate with customers, employees, and vendors.
  • Possess leadership skills and exhibit integrity while being a team player.
  • Flexibility to modify scheduling and assignments based on agency requirements.
  • Acute attention to detail, ensuring accuracy and quality in all deliverables while maintaining scope, schedule, and budget.
  • Must possess a valid driver's license in accordance with MBTA policy.
  • The ability to work effectively with a diverse workforce.
  • Basic understanding of safe working principles.
  • As part of the interview process, a job-related written or Microsoft Office assessment may be required. 

Preferred Experience and Skills

  • Experience in transit, transportation, or similar operating industrial environment.
  • Consulting and project management experience.
  • Experience with managing complex projects

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor's degree requirement 
  • An Associate's degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement 
  • A Master's degree in a related subject substitutes for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience 

Job Conditions:

  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively independently and as part of a team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.
  • Ability to adhere to rules, regulations, collective bargaining agreements (if applicable), and policies of the MBTA, including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.
  • Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting (unless if current student or recent graduate), including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op.
