Job Summary
The Senior Change Order Analyst shall, under the direction of the MBTA Senior Manager and Director of Construction Change Orders, evaluate high dollar, complex change orders and provide technical and contractual advice and support to Change Order Analysts, Project Manager and Resident Engineers in the area of construction contract change actions, including work directives, change orders, risk reallocations, construction quantity variances and time extensions. The Senior Change Order Analyst shall be responsible for supervising and supporting several Change Order Analyst's providing analyses on change orders and risk reallocations.
Duties & Responsibilities
- Work independently to provide Project Managers and Resident Engineers with review and cost analysis of contractor proposals, time and material pay estimates and change order costs including wage rates, labor hours, materials, equipment, overhead and profit factors for compliance with contract specifications and standard industry practice.
- Attend job meetings as required and visit job sites and field offices to obtain first- hand knowledge of the project, base contract and change order scopes of work. Provide input into authorizing documents including Work Directive Letters, Contract Authorization Form (CAF) and related documents, including reviewing order of magnitude independent cost estimates. Perform a review of authorizing documents to ensure accuracy and completeness.
- Review contractors' Change Order Requests, and assist / advise Project Managers with determinations of merit.
- Analyze contractors' Change Order Requests for MBTA / FTA compliance and pricing reasonableness.
- Ensure that construction contract change actions, including work directives, change orders, risk reallocations, construction quantity variances and time extensions, are processed in accordance with MBTA Change Order Manual and applicable contract documents.
- Ensure preparation of a comprehensive description of the contractor scope of work to be performed.
- Aid the Project Office staff in the review, cost analysis, negotiations, and resolution of complex change order issues.
- Assist project staff with negotiations with contractors and presentation of proposal analysis, documenting all steps of negotiations and outcome.
- Ensure preparation of a comprehensive record of negotiations and explanation of why additional work is necessary.
- Where necessary, review specifications and drawings and confirm that the requested work is not in the contract documents.
- Review work of Change Order analysts to ensure that the information presented in construction change order packages and work products is complete and accurate.
- Proactively resolve change order problem issues in order to expedite the change order process.
- Provide assistance to Change Order Analysts and aid with the review, cost analysis, negotiations, and resolution of change order issues.
- Draft Change Order concurrence memos for On-Call contracts when assigned.
- Update Change Order Request (COR) Log on a regular basis. Provide COR Log to Managers weekly or as requested.
- Review and monitor change orders as needed for impacts to contract progress and timely completion.
- Coordinate interface with Capital Management System (CMS), PMIS e-Builder staff and Information Technology Department (ITD) systems.
- Respond to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner.
- Assist the Director and Managers with the use and oversight of change and claims consultants.
- Drive a company or personal vehicle to work sites as needed.
- Perform all other duties and projects that may be assigned by Change Order Managers.
Minimum Requirements & Qualifications
- A Bachelor's Degree in Construction Management, Building Construction, Engineering Studies, Architectural Engineering or a related government management field degree from an accredited institution.
- Five (5) years of experience in contract management, contract administration and/or the preparation/review of change orders and claims for heavy construction or transit industry construction projects.
- Effective organizational, multi-tasking, analytical and confidentiality skills. Experience utilizing estimating software applications.
- Proficient in MS Word, Excel and database applications.
- Excellent customer service, communication, and conflict resolution skills
- Demonstrated ability to comprehend and communicate effectively with customers, employees and vendors.
- The ability to provide internal and external customers with courteous and professional experience.
- The ability to work effectively with a diverse workforce.
- A valid driver's license.
Preferred Experience and Skills
- A Master's Degree in Construction Management or Public Administration from an accredited institution.
- Construction change order experience in the transit industry.
- Previous experience in a supervisory/leadership role.
Substitutions Include
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
- An associate degree from an accredited institution and an additional three (3) years of directly related experience substitute for the bachelor's degree requirement.
- A master's degree in a related subject substitute for two (2) years of general experience.
- A nationally recognized certification, or statewide/professional certification in a related field substitutes one (1) year of experience.

- Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.
